Synopsis

A three-page typed proposal and contract from J. B. McCrary Company, Inc., addressed to the Honorable Mayor and Council of Wedowee, for engineering services on the proposed water works system, with a certified council resolution. McCrary agrees to make preliminary surveys, plans and cost estimates; consult with the town; help prepare its loan application to the Federal Emergency Administration of Public Works; prepare contract plans, specifications and bid forms; and supervise construction with a resident engineer. Fees: $1.00 on acceptance, $50.00 when the application is ready, 1.5% when the loan is granted, 1.5% when contracts are let, 3.5% during construction, and a final sum bringing the total to no more than 7% of the loan. The town's Mayor and Clerk J. E. Perry accepted on October 12, 1933, and the company approved it October 13 under its embossed seal. The resolution, certified by Perry, records adoption by the Mayor and Council. A hand-drawn ink 'seal' stands in for a town seal. This contract formally began Wedowee's engineering relationship for its first water works.

Honorable Mayor and Council,
Wedowee, Alabama.
Gentlemen:-
In connection with the proposed Water Works System at Wedowee, Alabama.
1 - We will make all necessary prepliminary surveys, studies and investigations, prepare preliminary plans, estimates of cost and report covering the improvements to be undertaken and furnish you copy of same.
2 - We will meet with you for consultation and advice in arriving at a final conclusion as to the nature and extent of the improvements that will be undertaken and the estimated amount to be spent for same.
3 - We will assist you in preparation of your application for a loan from the Federal Emergency Administration of Public Works, furnishing all necessary plans, estimates and engineering data required and cooperate with you and your town attorney to the fullest extent in securing funds to finance the construction of the proposed work.

6 - For the full and complete engineering services as heretofore outlined, including the assistance in securing loan, our fees are as follows:
(a) - $1.00 upon acceptance of this proposal, the receipt of which is hereby acknowledged.
(b) - $ 50.00 when surveys, plans and estimates are completed and application for loan is ready to be filed.

(c) - One and one-half (1 1/2%) percent when loan is granted and/or money is available.
(d) - One and one-half (1 1/2%) percent when contracts are let.
(e) - Three and one-half (3 1/2%) percent during construction.
(f) - When improvements are completed and put into operation a sum which taken in connection with previous payments shall equal but not exceed 7% of amount of loan and/or any other funds secured from other sources for proposed improvements.
7 - Your acceptance of this proposal as evidenced by the signatures of your Mayor and Clerk to constitute the agreement between us and to indicate your intention to accept and pay for the services herein enumerated.

Reading notes

Mayor's signature is illegible (an August 1933 letter names H. Wright as mayor, but this signature does not clearly read Wright); McCrary vice president and secretary signatures uncertain; words 'Water Works System' and 'Wedowee, Alabama' on page 1 appear struck through or overtyped in the blanks.
