A signed letter on Congress of the United States, House of Representatives letterhead from Joe Starnes, Representative for Alabama's 5th District, to J. E. Perry of Wedowee, with its original franked 'Official Business - Free' envelope postmarked Washington, D.C., April 1935. Replying to a telegram from Perry, Starnes says he has discussed the town's Water Works Loan with the PWA, that the agency is expediting action, and that the matter is now in the hands of the PWA Finance Division, which has promised an early report. He promises to write as soon as he has a definite decision. The letter shows Wedowee's clerk using the town's congressman to push its long-pending federal water works application in the spring of 1935.

Replying to your recent telegram I have had the matter of the Water Works Loan under discussion with the PWA. They are expediting action and the whole matter is now in the hands of the Finance Division. They have promised us an early report and I will let you hear from me as soon as I can get a definite decision from them.
